Talmud Bavli Pessachim, 8:72:
Rabbi Dustai said: Why are there no Tiberias Springs in Jerusalem? So that there will be no pilgrimage saying: if we did not make a pilgrimage for any other reason but to wash in the Tiberias Springs, it would be a pilgrimage for no good purpose. Rabbi Yitzhak said: Why are there no Genosar cows (which were particularly sweet) in Jerusalem? So that there will be no pilgrimage saying: if we only made a pilgrimage to eat Genosar cows in Jerusalem it would be a pilgrimage for no good purpose.
